Agentic AI Is Coming: What Your Current Governance Doesn't Cover

The Governance Gap Nobody Is Talking About

Seventy-four percent of organisations plan to deploy agentic AI within two years. Twenty-one percent have governance built for it. That is from Deloitte's State of AI in the Enterprise report, which surveyed 3,000 senior leaders globally in 2025.

Most organisations are preparing to deploy AI systems that take actions, make decisions, and operate without a human in the loop for every step, using governance frameworks designed for AI systems that answer questions. The gap between those two things is substantial, and the organisations closing it now are the ones who will deploy confidently when the pressure arrives.

This article is for senior leaders and risk managers who are planning agentic AI deployment and want to understand what your current governance does and does not cover.

What Agentic AI Actually Is

Agentic AI is not a chatbot. It is AI that takes a goal and executes steps toward it, including sending emails, generating documents, booking appointments, processing applications, and triggering other systems, without a human approving each action individually.

The distinction matters. When a staff member asks an AI assistant to summarise a document, the AI answers and the human decides what to do next. The human is in the loop at every decision point. When an agentic system is given a goal, it plans and executes a sequence of actions. The human defines the goal and the boundaries; the AI handles everything in between.

Examples already reaching production in organisations like yours:

  • Booking and scheduling agents that manage calendars, send confirmations, and handle rescheduling requests end to end
  • Document processing pipelines that extract, classify, and route information from forms, invoices, and contracts without human touch
  • Customer correspondence agents that draft, personalise, and send communications based on CRM triggers
  • Procurement agents that gather quotes, compare options, and submit purchase requests within pre-approved parameters
  • Compliance monitoring agents that scan transactions, flag anomalies, and generate exception reports for human review

None of these are science fiction. All of them carry a risk profile that your current AI usage policy probably does not address.

The Governance Gap

Chatbot governance is designed for a specific interaction model: human inputs a prompt, AI outputs a response, human decides what to do. The governance questions at this level are: what can staff share with the AI? How should they verify outputs? What should they disclose to clients or colleagues?

Agentic governance has to cover a fundamentally different set of questions:

  • Who defined the boundaries this system operates within, and how? An agentic system executing within parameters it was given is only as safe as the thought that went into those parameters. Most organisations have not built a formal process for boundary definition.
  • Who monitors whether the system stays inside those boundaries? AI systems can drift, encounter edge cases they were not designed for, and produce unexpected outputs at scale. Someone needs to own the monitoring function, and it needs to be a named human, not a general assumption.
  • What happens when the system operates outside expected parameters? Exception handling for agentic AI is not about catching an error message. It is about what happens when the system takes an action that was not anticipated, sends a communication that should not have been sent, or processes a case that required human judgment.
  • Who is accountable for the outcomes of autonomous decisions? "The algorithm did it" is not accountability. When an agentic system makes a decision that affects a client, an employee, or a third party, there must be a named human who owns that outcome.

These questions require governance infrastructure that most organisations do not yet have. Building it is not complex; it requires deliberate design rather than reactive patching after something goes wrong.

Why NZ Organisations Are Exposed Right Now

Regulatory guidance in New Zealand has largely addressed generative AI: data handling, output disclosure, staff policy. That is valuable. It is also insufficient for agentic systems.

Other jurisdictions have moved faster. Singapore published an agentic-specific AI governance framework in January 2026, covering autonomous decision systems, boundary definition, and accountability chains. Australia updated its responsible AI principles the same month. Both frameworks recognise that agentic systems require governance architecture that prompt-based AI guidance does not cover.

The systems reaching production in 2026 carry a risk profile the existing policy was not written for. Organisations that wait for NZ-specific guidance to catch up before building agentic governance will be deploying without a framework. That is the exposure.

The more immediate risk is not regulatory. It is reputational. An agentic system that sends an inappropriate communication, processes a case incorrectly at scale, or takes an action that violates a client relationship creates consequences that are immediate and difficult to reverse. The question is not whether your organisation will deploy agentic AI; the question is whether it will be ready when it does.

Four Questions to Answer Before Deployment

These are not theoretical. They are the questions that separate organisations with robust agentic governance from organisations that will manage a crisis after deployment.

1. What is the boundary this system operates within?

A boundary statement defines what the system can and cannot do. It should be explicit: which actions are authorised, which are explicitly prohibited, and what triggers escalation to a human. This is not a technical document; it is a leadership document. The people who can authorise the system to act on behalf of the organisation should be the people who define what it is authorised to do.

Write the boundary statement before building the system, not after. If you cannot write a clear boundary statement, you are not ready to deploy.

2. Who monitors whether the system stays inside its boundary?

Monitoring is not automatic. It requires a named person, a defined cadence, and a clear process for what happens when anomalies are detected. At what volume of outputs does someone review a sample? What does an anomalous output look like for this system? Who receives the exception report and what are they expected to do with it?

General assumptions, such as "the team will keep an eye on it," are not monitoring. They are hope. The organisations that deploy agentic AI safely assign monitoring as a defined function, not an afterthought.

3. What happens when the system encounters an edge case?

Agentic systems will encounter situations they were not designed for. The question is not whether this will happen; it is whether your organisation has designed the response before it does. Exception handling should include: automatic escalation triggers (what conditions pause the system?), human review queues (where do flagged cases go?), and rollback capability (can you undo the action?).

Design for the edge case, not just the ideal path.

4. Who is accountable for the outcomes?

Every agentic system needs a named human owner. Not a team, not a vendor, not the technology function in general. A person. That person is accountable for the boundary statement, the monitoring function, the exception handling process, and the outcomes the system produces.

If you cannot name that person before deployment, you have an accountability gap that will matter the first time something goes wrong.

How This Connects to Maturity Stage

Agentic AI is a Rung 3 and Rung 4 challenge. You cannot govern what you have not built fluency around. Organisations still at Rung 1 or 2, building basic AI literacy and daily tool habits, are not yet deploying systems that take autonomous actions. The governance questions above are not urgent for them yet.

But organisations at Rung 3, connecting AI to actual business processes, and Rung 4, redesigning functions around AI capability, need to get ahead of this. The pressure to move to agentic systems will increase as your AI maturity increases. Building governance infrastructure now, before the deployment pressure is high, is substantially easier than building it under time pressure with systems already in production.

For organisations at Rung 5, adaptive governance is already a core practice. Agentic-specific governance is an extension of frameworks already in place. The work is incremental.

Governance as Competitive Advantage, Not Brake

The frame that makes governance feel like a brake is the compliance frame: governance is the thing you have to do before you are allowed to deploy. It slows you down.

The frame that makes governance a competitive advantage is the trust frame: governance is what allows you to deploy confidently at scale, to clients who care about how their data and relationships are handled. Banks, government agencies, healthcare providers, and professional services firms choose partners who have thought seriously about these questions. Being the organisation that can demonstrate mature agentic governance is a differentiation in a market where most competitors are hoping for the best.

Governance is how you build that trust. Agentic governance is the next layer of it.

Where to Start

If agentic AI deployment is on your roadmap, three practical starting points:

  1. Audit your pipeline: List every AI system currently proposed or in development. For each one, answer the question: does this system answer questions, or does it take actions? The ones that take actions are your agentic candidates and require the governance framework described above.
  2. Write boundary statements before building: For each agentic candidate, draft a boundary statement before a line of code is written or a vendor is engaged. If you cannot write the statement clearly, the deployment is not ready.
  3. Name the accountable human for each system: Every agentic system should have a named owner in your leadership team before it goes into production. That person reviews the boundary statement, owns the monitoring function, and is accountable for outcomes.

The organisations that will deploy agentic AI confidently in 2026 and 2027 are the ones building this infrastructure now, when the time pressure is low and the stakes of getting it right are still manageable.
